The eyes, hair, and eyebrows are making her look more masculine than Kat is.

Her eyes aren't half lidded, when people say she has "nice eyes" it's because they're larger proportionally to her face than the other characters. Generally she usually looks either confused or excited, but always attentive. The way you have her makes her look tired. Eyelashes are also a must, which you've put in for Paz but not for Kat.

Her hair is also styled, and has a very neat part to it that switches sides depending on which way the audience is seeing her from. She takes care of her hair but let's it get longer than she should between cuts. Additionally her hair tends to longer than Paz's but also straight as opposed to poofy.

Her eyebrows are larger than either Paz or Annie's but they're just as neatly trimmed as either, not wiggly which makes them look untamed.

Essentially what you've been drawing it makes it seem like Kat doesn't care about how she looks, while she does, but just doesn't have the time or knowhow to put into it like Annie does. Trim and comb everything.

What I'm saying is that I'm trying to make Kat look like a real person, not a drawing, with all her character reflected in that. I don't want to make her pretty, because that's not what she is.
I don't want to make her eyebrows trimmed and her hair perfect, because she's clearly not the girl who'd style her hair or trim her eyebrows. That doesn't mean they have to be an untamed jungle mess, of course, but I'd rather have it be that than to make her look boring.
The eye thing is a valid point and I do respect your opinion on that, however I made them a bit sunken in to accentuate her filthy gypsy heritage.
I have a feeling that once I get the eyes to look just like I envisioned them it'll make her look beautiful.
