Okay well I guess I'll just ask here. So at first I just cheated Hermione's pervertedness up to max (24) but then got locked out of the public favours since I hadn't had her molested by a student before pervertedness 12. So I replayed it so I could get her to do public favours.

That might be a bug with either hearts just not showing up once you unlock them. I'll take a look before I release 1.17.

If you're talking about 4th lvl favours though (they only exist for certain favours, not all) they unlock after certain amounts of whoring and once you've completed the favour at most 3 times before that. There's no menu choices that you have to make to get them. They're there as a new, more extreme version, of the favour to come back to once you hit the 'late game'.
