I'm looking for a game/framework/foundation that is easily moddable for lewd purposes.

I'm really just looking for something like a simple event based system wherein certain stats and probabilities and choices can result in various LEWDS.

Perhaps similar to the sort of thing that goes on in COC and TiTS or the system like CK2, but with a sort of experience similar to Hentai Highschool.

I don't really want to program something from scratch, and I'm highly reluctant to fool around with the super-poorly-optimized gameplay/interface limitations of RPG maker.

Now that you mention that, I played his game weeks ago and I was actually surprised by some things.

Here's the thing, when you have highly branching stories, the quality of the writing isn't "going through one linear story path and judging that", the branchiness and variety and sustained believability also become part of it.

The problem arises from the simple fact that when faced with limited development resources, either you put the wank first and the writing second, and you get a weg, or put the writing first and you get an erotic novel that wouldn't be on /weg/'s radar. Similar to porn, they put acting and writing first, they wouldn't have a porno and it wouldn't be on pornhub.

Ok, this may be a matter of taste, but I think that game is brilliant. Not for the choices / the branching (there isn't really any, nothing like GGGB) the interactions mostly serve to give the player a (false) sense of agency and involvement as the characters are messing with you. Also, tension, you CAN miss out on lewds.

GGGB is the one with good branching (otherwise the writing is Cosmo levels of philosophy and standard literotica fare), Thinking About You has brilliant writing but pretty WEG-average branching.
