It really depends. I'd say only bother with writing it phonetically if it's meant to be quite thick. i.e. heavy Scottish accent, Russian, etc. Even then, make sure it's intelligible. Unless it's meant to be unintelligible, in which case fucking go for it.

I had a quick look at the ULMF thread and it seems that he discovered the problem with his chapter release meme: he didn't consider transfering stats, achievements, items and other things between chapters before making the game.

This could've been easy if he considered the problem before starting, but now it's probably a mess. But still, any programmer that isn't a complete novice can write an export script in the old version and an import script in the new version. The Witcher 1 and 2 did this for example.
