Because duh the main characters in Manga like Grand Blue aren't allowed to have sex ever. It's all tease but no further. Iori having sex would change his perspective on love and his thirst for girls, which is part of his character, and you can't have that in a gag manga.

Also it would piss off shipperfags. From a manga author's perspective popping cherries simply isn't going to be good for the series unless it's near the end.
