Deku grew up being told he was useless and having nothing expected from him and becoming a emphatic yet un-confident mess. Bakugo grew up being told he was awesome and having everything expected of him and became a callous arrogant prick. Despite the differences in backgrounds, they both idolize the same figure for different reasons, and both aspire to serve as the successor to the title of strongest hero. We have a dynamic where two characters exist as thematic foils to the other while still ensuring that they're goals conflict with one another. It is a perfectly constructed setup for a rivalry. Just because it leads to two boys beating each other up doesn't mean it exists just to satisfy the audience's homolust.

Deku did something Bakugou would never think to do. Lend a hand to a fallen friend. However Deku not having a quirk stopped any self reflection that might have happened for another 11 years. Heroes look cool and are strong, they don't look or act like Deku, what was he thinking doubting himself like that? All those insecurities and doubts came flooding back the moment Deku smashed shit up. Literally everything about his permanent butthurt branched from 4-year old Deku's hand.
