Nah that universe was just the first one again but after Emporio fucked Pucci's shit up it changed because Pucci died during his own Stand effect and everything returned to normal with Pucci erased. So he's the only Emporio in that universe.

Nobody from Phantom Blood or Battle Tendency could come even close.

Polnareff almost killed DIO in Stardust Crusaders, and he has the fastest Stand besides Made in Heaven. Nobody else in Stardust Crusaders could really do much against DIO, besides possibly The Sun, if it works akin to the real sun.

In Diamond Is Unbreakable, Kira could potentially beat him with Sheer Heart Attack/Bite the Dust, and Red Hot Chili Pepper could probably do it too if the battlefield was to his advantage. Rohan, if he ever got the chance, could do it in a snap, so in a straight up duel where neither side knows the other's powers, Heaven's Door could really do some work.

In Golden Wind, Giorno could do it easily with Gold Experience Requiem, Diavolo could do it, and Metallica could have a chance.

In Stone Ocean, nobody could really beat DIO besides maybe Bohemian Rhapsody and Pucci, I think.

In Steel Ball Run, Tusk Act 4 is godlike, and would overcome DIO's timestop. Valentine also has a chance to beat DIO if he uses Filthy Acts Done at a Reasonable Price well. Also, Love Train is OP.

Not sure about Jojolion, since I'm waiting until it ends so I can binge it.

Nobody, Dio not only had the most powerful stand that grew more powerful the more he used it, but he was also immortal. He only lost to Jotaro because Jotaro was the main character.

The only way to deafeat The World is with another time related stand or with surprise attacks.
Dio being a vampire makes him even more difficult to kill.
Other than the obvious answers, I think that Jolyne, if she mastered hamon, is clever and strong enough to kill him.
Ultimate Kars vs Dio is an interesting fight too, Dio can't harm Kars and Kars can't harm Dio, he can't even see The World. I think that Ultimate Kars could win if he manages to drag Dio in the sunlight, maybe flying or something like that.

Do keep in mind that DIO had kinda the floodgates on his ego open at full force during DIO's World. The questions of 'who could take Jotaro's place in DIO's World and win' and 'Who could challenge DIO to a duel and win' because DIO wouldn't act the same way if it isn't the final confrontation with the Crusaders, and the context would also be different. While some people would actually have far better odds in a generic duel (Johnny and Red Hot Chilli Peppers cone to mind) most would likely do better as Jotaro's replacement, to varying degrees; where P2 Joseph would just find it easier to asspull, Green Day would win the moment DIO's coffin is opened.

Also I know Joseph can bullshit but in the world of stands and without some huge plot convenience like there were all throughout part 2, Joseph would get wrecked as soundly as he was in part 3.

I meant to imply that P2 Joseph would have more opportunities to be a keikaku master, but he would still job to DIO. DIO's World is a more advantageous context than a straight duel for most challengers, but that doesn't necessarily equate to a fighting chance. I can see someone like Fugo doing well as a Crusader, but killing DIO with Echoes, Limp Bizkit or Chocolate Disco is still off the horizon.

No, you're right. The World stops time, it doesn't let DIO slip out of the timeline for a bit or whatever. Whether you visualise DIO's world as perpendicular to linear time, wedged within linear time, or whatever else; time is frozen, and if the instant that it's paused is skipped then the corresponding time in DIO's world is skipped too.
