So let's say that are theories are right and the government created the man killing virus for some reason.

There are three men in the world right now. One is a stud, but is completely clueless when it comes to why he is needed. The second is obviously dead set in finding a cure, yet the government is dead set in getting him laid, as if doing so will suddenly stop his progress. Anyway, regarding the writing of PP, I think, is too soon to say anything. Story visibly does not properly started yet. And so far it was primarily mostly a collection of fan service scenes, which if nothing else, at least delivered. So in my eyes, PP is definitely thousand times better than World End's Harem.
