Probably not. Aside from Super, Goku never fetishized fighting powerful opponents beyond just getting excited at the prospect of not being able to win. The one time this is even remotely the case is when he wants to directly challenge Freeza at his best to finally put an end to everything.

He didn't know that rule would be a thing and didn't propose it either. Zen-oh is unpredictable and that means that there was always a chance he could have not made the erasure rule. Yeah Goku goofed, but to assume that he had any idea this would happen and did it anyway is sorta dumb.

If he held back against Bergamo they all would have been erased on the spot. Grand Priest said it himself. At that point there's nothing they can do but ride it out.

Nah, he wouldn't. Freeza was different; Goku was in Super Saiyan form for the first time and it made him act very differently across the board. Fighting what at the time was the strongest guy in the universe on a doomed planet to avenge his friend was very appealing. Goku didn't meet Cell until Cell had absorbed #17 and he knew he couldn't win. He would have just killed Cell if he were in Vegeta's shoes.
