I think its just mainly people in america who say this. My reasoning is theyve mostly watched cartoon network and aldult swim so they can only relate any animated works to jokes, comedy and sometimes action. So if they see anything cute or not funny they just assume its too serious and cringy to watch without ever having seen it aside from pictures.

There are three types of those types of people, the kind you described, the kind who haven't watched an anime since Speed Racer and have only seen screenshots of DBZ or Sailor Moon, or the kind that haven't watched anime since 2008 and base all their opinions on shonen, literally thinking all of anime is just shonen.

People can dislike anime, but people who dismiss the entire medium without even engaging in it clearly has not watched enough western media or media in general. Maybe normalfags are too busy enjoying the walking dead or whatever marvel shit is being shit out this month, but any patrician would know that now is definitely not the time to be doing stupid cross medium comparisons. Western television seems to be producing more content than ever, the vast majority of which is utter trash. Western film literally cannot get out of bed in the morning with out a comic book or existing IP to exploit for easy normalfag bucks. Only a normalfag could look someone in the eye and say 'anime sucks' while gulping down the truckloads of shit being produced by streaming services or networks.

I imagine most people who arent interested in anime are mostly ambivalent towards it. People who foam at the mouth about how shit it is probably unironically enjoy the walking dead and twitter memes.
