The chart is shit placement wise, but the idea behind is that you don't become a specific tier just by having seen one show from it, but rather having seen a good number of shows and being comfortable with them. If some tier 1 newfag found out the chart and decided to watch a tier 6 show for whatever reason, he wouldn't become a tier 6 fan just by having a single show from that tier and skipping over the others in the hierarchy.

Why is anime/animator high schoool/college projects that deep?

You can literally find katsudo shashin, daikon OPs, anime no chikara, etc... shit on youtube with a zillion views and comments.

Doujin anime also used to routinely top niconico rankings back when it wasn't about politics or minecraft.

If anything stuff that was too old to ever get a VHS/LD/Betamax/DVD release would be actual "hard to access" stuff.

An example would be something like クマのプー太郎. Which has never been released on any media format and never gets re-aired so you basically have to rely on some nerds to rip their VHS recordings and upload them to youtube or something. (like here https://www.youtube.com/watch?v=H2sSTJ7amBw)

But a lot of series aren't so lucky and are pretty much entirely inaccessible to foreigners even if you could understand Japanese. (often even if you live in japan)
