Presidents magic never makes copies, otherwise there would be two of everyone in the main world, since they were all moved there to begin with. I think the new one just gains the memories/consciousness of their other timeline self, rather than anyone being physically transported.
That's why Minato switches mentally, he doesn't swap places with a copy.

I think that whole scene at the end was just a mental projection, like how Minato showed Subaru the distant stars.
