Yes it is. It was originally planned to be an additional season of Sailor Moon, and focus on Uranus and Neptune, before Toei rejected it. It was then reworked as Utena.

Shamanic Princess is the earliest "dark" Magical Girl Show I can remember, but Madoka definitely popularized it enough to spawn a bunch of clones.

Its ok, the story is told in a weird way where the three first ovas are the main story and the two last ones are like a prequel. The animation is pretty good too.
If you're interested in an early edgy magical girl its worth a watch, its pretty short anyway.
