To be fair, without all that nerfing, Archer would be one of the strongest Servants of all time, beating out even Gil. If he can project and spam Rule Breaker he can sever the contract between every other Master and Servant, throwing the grail war into chaos while he picks off the helpless enemy Masters one by one. That's not how it works. Skills are like bullets. When Shirou "pulls the trigger", his body automatically performs the technique. Shirou's copied skills are always inferior to the original. His Nine Lives is inferior to Herakles' (nine hits VS. 100 hits) and his Crane Wing is inferior to Archer's (no Overedge).

Sniping with a Broken Phantasm is more efficient and pragmatic than relying on half-passed copies of someone else's techniques.
