It's less of pacing and more of a lack of direction. While the show had pacing issues, the overall reason would be because it seemed like the show didn't know what it was supposed to be about: SoL about X-Men? Saving the X-Men? Avenging deaths? The plot kept going all over the place and the result was something quite underwhelming.
