Its an anime original ending

In the source material, the novels, Taiga left until the start of their 3rd year.
Taiga surprises Ryuuji on his way to school on the first day of their 3rd year.
Taiga explains that she made up with her mom and now she lives with her. Her mom gave birth to a son with the man she is with, can't remember if its just a boyfriend or Taiga's new step-dad.
She now lives with them on the other side of the city, and is learning to care for herself and others as she is learning to care for her new baby brother.
Everything is okay and happy end as they start their 3rd year together, boyfriend and girlfriend.

So the show was in production before the novels ended so they probably just made something up.

Thats the usual case for AOE, not enough source material.

Then again, the authors have to play a major role in the production, so why they don't just tell the studio the ending they planned, I don't know.

She did have a fucked up situation. Her mother came back to take her back because her dad can't support her anymore because his job/company went under and he didn't want her.
By law one of the parents have her under a roof and fed be it away or with them.
If mom can't afford to pay for another apartment, then she has to take Taiga back into hers.
In order to do that, Taiga has to make up with her. It wasn't said, but if Dad ain't paying for the apartment anymore, Taiga was gonna be homeless soon.

Whether her mom always lived in the same city or she moved to the city to please Taiga is unclear.
