Alright so here's my theory/fanfic. Dragon used to be a marine who defected after witnessing how shitty the entire system is and plotted to overthrow it. However.....he had fallen in love and had a relationship with a female marine who served under VA Tsuru. They kept their relationship secret but on the day he left he found out she was pregnant but chose to carry on. The female marine after giving birth raised the child for 3-4 years before giving him over to Garp so she could get back to work. Thats the reason why Tsuru has never come after Luffy cause she knows he's the child of her kouhai. The marine's name is Momousagi who's a current VA and was in contention to become Admiral

Everyone goes on about Jinbe, Carrot and even Pudding as nakama but you know who is actually the most interesting candidate in this arc?

Reiju.

Reiju brings a multitude of dynamics to the crew, one of the most notable being the first brother/sister dynamic (which also acts as a way to have another female in the crew that Sanji doesn't drool over). She's also a capable fighter with some sort of poison related ability that can be expanded upon and unique technology she can utilize.

Reiju is a princess of a kingdom she doesn't seem to hold much affection for that currently still has it's leader and multiple heirs. A potential goal for her could be to simply explore the world to find her place, or even to return to Germa one day as a wiser, more worldy person and help bring about positive change.

That being said, they could make use of coup-de-burst next chapter, if Pedro's sacrifice was sufficient to dislodge Katakuri from the Thousand Sunny, which would alter how they go about their retreat, given they'd be on a boat now, rather than running. However, that really only changes the retreat situation to how well they can avoid the Big Mom pirate's ships that are in the area between them and Cacao Island.

Doflamingo's plan only worked because he was the rightful heir to Dressrosa thanks to his heritage. Crocodile could never repeat that, nor did he have the luxury of just sweeping all his loose ends under the rug with Sugar's power.

Crocodile's plan took a long time to build up but was incredibly solid, only failing because he underestimated a nameless rookie like Luffy. Doflamingo's empire was built on a house of cards, the whole thing fell apart in seconds after one person got scared and fainted. Not feeling it. Every manga that ends in some fanservice fight such as Naruto ends up feeling underwhelming and forgettable, even more so when there's many other ways to end the series and to deal with Luffy surpassing Shanks that do something to move the story forward.

Oda isn't a genius and he doesn't really stay away from cliches, but he's done a good job of mixing personal and overall stakes to his arcs. Making Luffy fight Shanks to prove that he's surpassed him would be pretty underwhelming since they aren't fighting to decide the fate of a country which would have a domino effect in the world or something like that, they'd just be fighting for their own reasons which would make it feel like a placeholder compared to the rest of the series.

There's a crapton of ways to deal with Luffy surpassing Shanks that don't involve a personal fight started by someone that saved the other person's life just to be a roadblock or some shit.

Just because he passed the torch doesn't mean that Roger's will hasn't been fulfilled. Luffy is going to be the inspiration for the next age of pirates that'll follow in his stead. As soon as the hat was revealed to be Roger's it grew from symbolizing his bond with Shanks to a generational thing.

One Piece is a manga filled to the brim with traditional shonen cliches and shit ripped straight from Dragon Ball. Oda just manages to handle them decently enough most of the time. He wasn't above introducing Rayleigh as the wise old retired mentor figure to train Luffy or doing a timeskip either.

Not to mention that at the end of the first attempt at Romance Dawn we see an older, more traditionally piratey Luffy who's got a striking resemblance to Shanks. Oda's had the final chapter in his mind since he started the manga, so it probably hasn't changed too drastically from that original concept.

His fruit is just like his character. Something that seemed high level back in the first 100 chapters but these days is borderline useless because the character never developed.
