Don't misinterpret Eto's mother's actions and fault Kuzen for the situation; she sacrificed herself for Eto before he could do anything.

Everything he did for Eto was to keep her alive. He gave her up to people he trusted to protect and raise her, and where they went was far enough from the CCG's (and by extension, V's) eye's so she might be able to grow up and learn her mother and father's dying wish, basically

Kuzen then chose to do one of those "hide in plain sight" deals and helped the ghouls he could while doling out and gathering important intel on any counter-ghoul forces, while being watchful of V's movements. He knew all about Rise from Orca, and had plenty of reason to take in Kaneki, give credit where it's due

They're code named after 3 of the divine beasts that guard the 4 cardinal directions.

I took it as them accepting that Eto wasn't able to do it so she wanted to pass the torch. Arima never made any sense to me, he never really tried to do anything.

Furuta was working with Eto through Kanou to some extent. She had no reason to fight him before Cochlea. Arima wouldn't just have to kill Furuta, but track them all down. Why he never tried was never said, maybe he didn't think he would win. Eto had trouble with the CCG she couldn't get at them.
