For CCC it definitely is, as the game simply doesn't include Magic Resistance having any effect on what magic does (not even code casts from masters, which are incredibly weak, get reduced or nullified by MR).
In Foxtail it runs directly off of the game mechanics right down to what each skill does, and Magic Resistance is pretty much ignored entirely there as well.
As for Extella, Liz voluntarily entered Tamamo's service and had that curse placed on her. Magic Resistance doesn't apply to magic effects that the character willingly accepts, otherwise healing magecraft wouldn't work on Servants with high magic resistance.
And It's not anything new that some spells can surpass A rank Magic Resistance if they're powerful enough, so Void Cleft Great Chaos Heaven might in fact be one of those.
Until materials or something specifically comes out and says Tamamo's magecraft circumvents Magic Resistance entirely, this all comes down to speculation at best.
