L did most of the work and even then, Mello had to die for Near to be able to take down Kira. So Near only won in the end thanks to L leaving him his work AND Mello dying to give him even more hard evidence.

Also Light gets massively overconfident without L to keep him in check too. Normally he'd probably have checked with Mikami.
Because two people working together can perceive from multiple perspectives and operate in multiple locations.
But I don't think anyone believes Near exceeded L. It's a case that required three detectives.
