They did find her.

The events up until episode 11 took place in a span of 2 weeks.

First the goverment barely knew what was going on.
Then they contacted Meteora and the others and that's where they started searching for her with a very vague idea and a blurry video that didn't help much since they only had the "Military Uniform Princess" description, which understandably only gave other results since her fans call her Altair and not "MUP"
Then less than a week after that, fatty continued searching since he had a better idea because he saw her in person.
Yes less than a fucking week, I think around 4 days to finally find her after formally starting to search for her(you can check the dates), that seems a pretty short search time to me.
So it's pretty fucking retarded to say that they "couldn't find her".
