Kakegurui is nothing like Kaiji. I initially started reading/watching Kakegurui because I was hoping for something similar to Kaiji. It's nothing like Kaiji, or even Akagi, and if you're going to recommend this show (or not recommend it), you shouldn't be mentioning Kaiji except to explain to someone how they're not at all the same thing.

Kaiji is a psychological thriller based closely around gambling. The mechanics of the gambles are very important to the plot, character's decisions, etc. Figuring out the tricks ahead of time is very often possible, so in some aspects the show's roots lie in detective novels. Background themes mostly about power imbalances in society, especially w/r/t how deeply they affect those at the very bottom.

Kakegurui is almost more like a battle shonen with gambling as its gimmick, although this is a slightly unfair way of describing it. There's no real tension in most of the games and most tricks are total asspulls, but this isn't necessarily the draw of the show. The setting is a school for (mostly) rich kids with all their material needs met, and the show's themes focus on bullying, addiction/mental illness, and unhealthy tribal social dynamics. There's a shitload of S&M themed fanservice and this is quite a large portion of the show's draw, along with the over-the-top animation.

Kakegurui is much more similar to Kill la Kill than it is to Kaiji.
Kaiji is much more similar to One Outs than it is to Kakegurui.

Comparing them is comparing shows from wildly different genres with coinciding plots. It's comparing One Piece with Vinland Saga because they're both about seafaring marauders. It's fair to accuse Kakegurui of being "missing" a chunk of substance, though, since there's no reason it couldn't ALSO have the solid mechanical core Kaiji and Akagi have. IMO Kaiji is the better show, but Kakegurui is perfectly enjoyable for different reasons. Just turn your brain off :^)
