It is actually an optional game. You need to train yourself to pause/play/rewind at tremendous speed. If you don't want play, then you could just ignore it. The downside is that you'll miss a lot of details. But if you plan on reading the LN then you could skip them and just read the parts you miss in the LN.

With that said, no you don't need to read all of the freeze frame stuff, they're excerpts from the light novel and are mostly meant to be taken in subliminally as the narrative functions just fine without them, although many of them are hilarious and worth pausing for on a rewatch so you don't ruin the pacing of your initial viewing.
