Not really. As long as it continues to occupy space in eroge and doujins, it will trickle in to the major manga and anime market as well. Ultimately, that it appears at all is due to the fantasies and desires of the Japanese consumers. Many of whom are young, socially inept boys.

For many of these boys, their little sister is their only contact with the opposite gender. Thus, romanticizing their sister is easy, since she already provides familial love, and bridging the gap with her seems more realistic than talking to an unrelated girl.
