In all honesty, it will probably take two to three years for a new season to start.
First of all, the production committee has to determine if it actually did well enough at all to justify getting a sequel. It also depends on partnerships with the Tokyo Metropolitan Police to remind little kids and adults to watch out for burglars, and if there's some new detective cop movie to promote again.

As is the case with most modern anime productions (especially late-night shows), selling toys is only one slice of it. The anison company Flying Dog responsible for the anime song and distribution of the anime discs might or might not be satisfied, perhaps Bandai/Namco wasn't that happy about the figurines or the sale of the license, perhaps the collaborations with the cinemas peltered out, perhaps the voice acting agencies involved felt slighted.
Or perhaps everything went quite well, and all the producers were satisfied with the results, and everyone wants to work on it and already signed to work on it, but because of other jobs in the pipeline, work has to be started later .
And of course the marketers have to decide when the time might be right to announce a season or not.

Active Raid falls in that uncertainty scale. It didn't sell so shittily that it's obvious nobody ought to continue working on it, it didn't sell stellar numbers that it would be crazy not to make a sequel asap. It lies in that "might or might not get a sequel" middle range.
