The problem with that philosophy lies in knowing whom you have to kill to save god knows whom.
Say you live in a country with 20 million people. Would you kill all of them to save 20 million and 1 or even 21 million from another country? Including your family, friends, colleagues and whom not. There's no way you'd ever be able to rationalize a choice like that unless you're seriously fucked up in the head, just like Kerry was.
Shit, you can expend that to argue that sometimes it's okay to let more people die just to protect the ones that are actually close to you.

Or on a more abstract level, let's say the sacrifice lot includes everyone involved in or with knowledge of agriculture.
Say among the dead is every politician and in general everyone involved in management?
