The reason it isn't discussed more is bc it's old and lacks the visual and visceral appeal of Eva. I love Utena to death but it's a slow burn and it isn't as obvious with what's going on. The action and themes of Eva appeal more to the average weeb so it takes up the 90's intellectual anime slot in people's minds.

The Zettai Unmei Mokushiroku sequence reflects the narrative just fine by itself. They only reused animation in the duels because of time constraints and trouble storyboarding unique sword fights constantly. There's a reason why there isn't as much reused shots in Penguindrum or Yuri Kuma Arashi.

Something I noticed. The theme song is Rondo Revolution, and a Rondo is a form of music where there is a recurring section, like ABCB if I remember correctly. Nanami episodes are kind of like the Rondo' s recurring section.
