I don't think his character is meant to be all that deep. Basically he's a foil to the other specialists in that he has no real internal moral compass guiding him. Oshino and Gaen and even Kagenui seem to have deeper motivations to their work than just money. They do it out of passion or interest. Even though Oshino asks for money for his services, he's not demanding about it. Kaiki on the other hand flat out expects the cash in his pocket before he gets to work. Maybe his whole character is just to establish that Araragi and co got lucky with Oshino showing up, because there are specialists out there who are a lot scummier than him. It establishes some sort of spectrum that we can use to judge the others based on how Kaiki acts.
