This is presents in all forms of art, it has a lot more to do with composition than budget. When you want the viewers attention on something you take away details from something else, our brains are specially attracted to eyes and faces so that's the first thing to go.
I think it's funny to look at though, specially since anime has a very goofy way of applying it unlike art.
