Stone Ocean has a lot of boring fights, but Yoyoman was the point where I said to myself "if nothing interesting happens on the next arc, I'm dropping this shit", but fortunatelly, Green Baby came out.

About the Blue Hawaii, I think it's because it was the first Jojolion fight I had to read month by month. I probably wouldn't found it so boring if I read all the chapters in a row.

He was used to spy on the Higashikatas, which is why he see him multiple times on the yards before him phasing through the bunker walls.
He was also used to trick Tsurugi into eating a Rokakaka.

On that note, I think Meti's main problem was that this was one of the first arcs he had to wait for and we didn't get too much additional story outside the beginning of the arc. Joubin will eventually make his way into the story during his own investigation.
Everything will be intertwined towards the main villain, like you said that it might be a rock human.

He will probably be the head of the place that researches the Rokakaka.

I actually like the fact that we don't know who the main villain is, back in SBR characters had their stories being developed, when the president took the main role as villain, everyone just became henchmen or got their possible development cut (soundman).

In JoJolion it may be the rock men as a whole but there are many people involved that want something other than to help the rock men conquer the world(joubin, kaato, karera, possibly kira yoshiteru, etc)
