Sybil's number one purpose is to maintain order in society, and it views itself as the guardian of that order. Notice how if anyone thinks Sybil isn't the single greatest system ever, and that being constantly pumped full of drugs and being spied on they get labelled as having "clouded hues", and are sent off to have "therapy." If a person whose whole life they've gone through believing that Sybil has essentially made utopia on Earth, and then find out that's actually a fabrication from being personally kidnapped, then their faith in the system protecting them wavers. And that wavering faith, cannot be tolerated, as that may force change or eradication of the System. Sybil is merely protecting its own power.
