Personally, never really bothered me. It made sense in the situation. There were thousands of Japanese gathered there and Euphy was on their side, so in that situation, ordering to kill them is the most extreme thing he could say. He used that as an example to tell that there's really nothing he can't order. The only part I felt was bullshit was his eye going out of control that very moment. If it had started going crazy an episode or two ago, but Lulu just didn't notice, it would've been far more satisfying to watch the massacre.

Once I figured out that Code Geass was more about spectacle and drama instead of bouts of intense strategy and logic, the show became a lot more enjoyable and a moment like this becomes less bad because, while it isn't the best writing, the tragedy of the event and the intense drama that follows is fun to watch. I wish I realized this sooner, as the early episodes probably would've been a bit more enjoyable.

It works best as a self-parody. The hilariously ridiculous writing (OP being a prime example) and stilted character drama just makes it a complete failure as the serious philosophical epic it wanted to be.
