well the only bad guy in this story is the prison system. instead of having the 15 year old kid who gets urges and kills the girl he loves a psych evaluation, putting him in a mental hospital and letting him pop some pills until he isn't aware of these urges, they throw him back out on the street after 20 years, a now psychopathic 35 year old who knows nothing of the world outside and had to spend puberty in prison, gets thrown back to society.

No, there is no bad guy in the story, not even the prison system. You need to face the reality that mental cases cannot be fixed by and large, and it is not worth it for the few that can to eat up funds to keep the non-fixable ones alive for the rest of their lives. thing is, they still are even if you don't want to believe they are, because that makes the somtimes insane punishments they receive (see rape, or weed in the US) easier to accept. while you are living in most of the countries in the west, you pretty much agree to follow standerds societies has set up for you, and one of those standards is that murders are still human and are to be treated as such. so yes they deserve food that doesn't have mold or insects on it, yes they deserve to shower once every period of time, yes they deserve to have a doctor take a look at their illnesses, both mental and physical. if you don't like it and hate the fact that your taxes are going to such ends, then leave this society and start your own, somewhere in the bushes of africa, or just live in a country where punishments like cutting of hands for stealing bread are still going strong.
