Making simple black powder is relatively easy (It's pretty commonly taught in highschool chemistry class. At mine we even mixed some up in lab and made little sparklers). It's mostly just potasium nitrate mixed with some sulfer and charcoal. Its the more precise and intricate metal needed for rifle parts that's harder. At best you could make some sort of rudimentary cannon or matchlock going off of only general knowledge. That said it would be extremely dangerous to screw around experimenting with it for an amateur, even just mixing the powder much less testing the weapons themselves.

Sure he could use it directly, but if you look at every fight in the story so far, he always takes a support role and never fights alone. He's also somewhat vulnerable to being targeted while he's using his power. He's clearly a back-row type of character.
