Its an ongoing series and romance isn't the focus. Also, Kobayashi doesn't like Tohru in that way. She treats her more like a daughter (Same with most of the dragons) which is especially obvious in the manga. She even outright says that she isn't ever going to fuck Tohru (or Iruru) at one point when Tohru and Iruru are arguing over who gets to have her babies.

I had my special Yuri suit on and made a nice home cooked meal, turned my phone off, all the basic shit. If you want to talk about bullshit, just mention Nanoha.

My guess is that yuri in this case is more like an epilogue situation than something that could happen in the middle of the story. I don't really know how to introduce a explicit relationship in this story without damaging it. At the end it would force a quick end, and considering the pace this is going both in the manga and anime, that's unlikely to happen.
Also I didn't really mind the yuribait in this case since it isn't a "girls can't love girls" situation, it's just one of them not being that interested.
