Up until the last few minutes, I might have agreed with that. But actually, thinking on it more just now, I'm pretty sure that's not it at all. Quite the opposite. I think in the end, Ginty simply understood how alone Mayu felt without Haruta, and that she wanted him back. But there wasn't anyway to make that happen. So Ginty made some shit up about a way to recover his soul (that she could sacrifice somebody else's soul to recover his, same as what Decim pulled on Chiuki) which he conveniently used to complete her judgement. And then when she put herself forward as the sacrifice, he obliged, knowing that their souls would be at least be united they were consigned to the void together (which is apparently what happened).

But there's still some odd unanswered questions. First, why was Haruta's body left behind when he was judged? We didn't even see his judgement happen in the first place. Did he really deserve the void? For that matter, why wasn't Mayu judged right away?

And yet that does seem to be what happened. It's consistent with Decim's arc and the overall message of the story. Ultimately, in spite of his refusal to acknowledge it, Ginty developed a kind of human sentiment too.
