It's fairly consistent actually. The world presented in the series is economically around industrial revolution era, but militarily closer to WW1. The first design for a Tank dates to the early 1900's.
It's plausible in-universe, the world is canted more towards military innovation than civilian simply because it's a conflict-prone region.
