I may be confused here. Accelerator and Kuroko are crippled after Sisters with no explenation as to why or how in Railgun. Only a person who read or watched Index would know what happened. That's sounds like supplemental content to me.
The arcs afterwards is certainly similar though. Kakine is clearly an antagonist but nothing about him or what he wants and does is explained at all in Railgun.
Even the Sisters arc was like this though, because it cuts out almost everything Touma does when Mikoto isn't watching him. (The anime decided to redo Touma's Index scenes)
