Truth be told, Kinoko won't ever say that his works develop themselves in the same world, but they somewhat share the same setting and world-building that he's created until now. He has stated before that every work (the ones written by him) reach a final result that, if you pay attention, is somewhat similar to the end result between the various works. From every work, only Tsukihime feels "incomplete" as most of the story from it (and this was told by Kinoko) centered too much on the heroines, and left aside the inner workings and mechanics of the world (we see proof of this when he later released rakkyo, which contains the most info about the world than anything else).

Also, Tsukihime has the most plot points without descriptions or explanations, like the 6th System that Zepia wants to reach, the Aylesbury ritual, the will of the planet and whole lot of shenanigans that he simply hasn't addressed since 2001, barely mentioning them in character entries, random comments inside the game's files and/or random rants on their blog, with no further explanation about them.

Basically, the thing that makes every work related has always been the history of mankind and how mankind uses/fights/changes the mechanics of the world. The end result of every TM work has humanity triumph anything against it.

After going through the chore of animating fate/zero, hyping it up, and making it extremely successful, why in the world would UFO choose to adapt UBW of all things? Heavens Feel is the only route that gives any kind of closure to everything fate/zero discusses, its the only route that even seems like the end of a story instead of the beginning of another one.
