She's a good character.

First, as the calmer, relatively dispassionate member of the core Gurren team (her, Simon, Kamina, and Boota) she was important aesthetically, in that she provided a contrast and foil to Kamina. Secondly, in the middle third, she helped Simon grow as a character by pushing him to reclaim his manhood (and then leadership) after Kamina died. Additionally, her relationship with Simon evolved itself; as a pair, they started off as the archetypal boy with the crush on the Girl Next Door, but as the story went on they grew into the roles of younger brother and older sister. The ultimate results of this interaction are subtle, but what it comes down to is that she rubbed off on him. That's PART of why Simon didn't grow up to be full hot-blooded like his aniki.

Having said that, this alone wouldn't be enough to earn her classification as a good character. What's crucial is that she has agency and her own internal struggle. To start off with, she doesn't initially recognize Simon as somebody with value. He's just a little kid, and she actively dismisses him at times. Her views change over time, to the point where she worries she's falling behind him. That crystallizes when she finally gets her turn piloting Gurren, when she and Simon battle the flying fortress, only to push herself too far. The great part is that this crisis of confidence emerges naturally from her predisposition to be more reserved in her actions, and therefore less prone to crazy feats. In other words, it's consistent with her pre-established character.

(That particular episode mentioned above also contains one of the more emotionally effective, and restrained, moments in the series, when Yoko tells Simon how she felt about Kamina, and Simon acknowledges that. It's also the turning point in how they relate to each other, as friends who would do anything to protect each other.)

And that insecurity, arising from her self-awareness, follows her for the rest of the series. It's why she dreams of herself as the idealized bounty hunter that she never became near the end of the series, but more importantly, it's why she didn't take a position in the government of Kamina city and instead went on to become a teacher. Incidentally, teaching is where she found her true calling, as someone helping to push the next generation to reach their full potential (which was foreshadowed in her relationship with Simon). Once again, this development on her part is internally consistent.

In conclusion, Yoko's growth as a character definitely stands out in the show. She offers an alternative interpretation of a hero in a series that is necessarily full of heroes. I agree with >>160943083 and >>160941757.

There's also the facts that she is intelligent yet aware of her own limits, protective without being overbearing, a crack marksman, a great teacher, and an even better friend. Both those qualities make her a good person (and mai waifu), not necessarily a good character. Which is why I only bring them up here at the end.

The creators were stuck with a dilemma, they wanted to show all the characters aged in "bright future" they had all worked for by highlighting Gimmy and Darry as young adults blasting off into the sky in mechs while Simon who seems to have hyper aged due to his spiral use looks on, content with the world not remembering him. To do this they also show a "happy end" for Yoko which shows her as a principle with no evidence of her being married, even hiding much of her face.

This ending was a good choice, but they couldn't keep Yoko a pure waifu by having her actually settle down with someone after losing Kamina and Kitan so they ended up making her never fuck ever because they knew that even the slightest implication of Yoko fucking anyone well after her prime would cause otaku nips to not buy her shit.

The ending was supposed to show how the original core trio fully gave their lives over to enabling future generations, with Kamina literally giving his whereas Simon and Yoko continued on toiling facelessly without heroic recognition for what were mundane roles they took on. But really though they should've gotten on with their lives, finding comfort together, until eventually that dirty gardener Simon could be ploughing Yoko-sensei with his drill as hard as he ploughs the fertile soil to fill it with flower seed. A body like that deserved to be heavily seeded and help produce the next generation that would make new friends in the stars.

Incidentally, this is where the nonsense that Yoko was 14 pre-timeskip comes from. Gainax left her age ambiguous so that otaku could draw their preferred conclusion--and given the choice between a senior high school-aged girl and a middle school-aged girl, otaku prefer middle-schoolers.
