Yeah, I think this is pretty understated. Hiruzen's duties seemed to revolve mostly around managing the ninja and the village's basic military operations. He'd hand out missions and decide on teams and the like, etc. Naruto on the other hand has to run around being a mayor of a large city on top of basically being the leader of the free world in addition to the previous Hokage duties.
