It seems like a love/hate relationship to me. When Fujiwara's not causing trouble or triggering Kaguya's jealousy, Kaguya really does seem to care about their friendship. Of course, that's not interesting to watch and doesn't really happen when Shirogane's even loosely involved, so that's rarely shown on-panel. Not to mention Kaguya didn't have any other friends at the time (unless you count Hayasaka, who seems more like a sister), so having Fujiwara was very important compared to now when she has the guys and Kashiwagi as great friends.
