Shaft is really good at not forcing fanservice in monogatari.

Most fanservice in anime serves as a gag within the story. Some guy mistakenly enters a hot spring, gets punched for it. A girl trips on a pencil and her ass lands on a guy's face. etc.

Monogatari has this wonderful unveiling of fanservice. It delights in the build up and what fanservice can add to the story. Like when Araragi visits snek, he's just going to see her for bantz, while she is actively trying to seduce him in her very shy and reclusive way. Thus we get a game of twister.
Araragi visits Senjougahara at her house. She is a very forward person and likes to taunt Araragi so she will freely shower and change in front of him.
Shinobu is a being without modern conceptions of shame, so bandaid.

I don't really know how to describe it, but that way of doing fanservice always felt really "trolly" to me (in a good way). The author goes out of his way to create situations where fanservice is a more or less a logical consequence. It's still kind of dumb most of the time, but it's more interesting than just shoving some tits in your face (Monogatari also does this however, many Hanekawa scenes are prime examples for that).

With Hanekawa he focuses on everything though. It's Araragi you should criticize, since every time Hanekawa is in the room, if she so much as saunters up to him he blushes. He's more aware of Hanekawa than most even now. The ass, boobs, lips, nape of the neck, and her eyes are sole focuses of his vision.

In his defense however Gaen is his best fit. She can accommodate his normalfag lifestyle which allows him to keep Shinobu weakened and she can still make use of him.
