This bugged me in the anime. In the game she rejected the offer to go study abroad because she wanted to stay in Japan with her friends, and only accepted it once she had her mental breakdown, so that she could get away from the people she cared about and not get hurt again. Her teacher helps Tomoya out so that he can convince her not to go. It's contrary to her character to leave.
