Why is anime called "anime" and manga called "manga"? Why can't they just be called Japanese cartoons and comics? What makes them so special that they get to have a special nomenclature? I'm just genuinely curious.

Weeaboos. It's that way because weeaboos. They're the same people that get triggered by "animes" even though it's grammatically correct.
Fans naturally want to distance themselves from the word "cartoon" and its childlike image in the west. Same with "comic book".
It's ineffective, since outsiders see anime and manga as childlike too, but that's how the fans justify it.
