The Lego Movie was fake stop motion and it looked amazing. If you freeze frame on any scene with a smear, you can see that the smear is actually a Lego piece flashing on the screen for a moment.

The Bandai line of minifigures only has those parts in >>160543020 so far. You cannot fit their hair pieces on Lego heads because they do not have holes for Lego-sized studs.

Your best bet for interchangeable Saiyan hairs would be Chinese off-brands.
