I disagree. Throught Part 2 we see Joseph is a smug asshole who thinks he's above everything, incluiding destiny. One example of this is before arguing with Caesar, he's literally bragging about tricking a cat who "thinks he's above everything" which is meant to reflect how he himself is. He states against Caesar questioning why they should care about people that died 50 years ago, and after he died, he understood why. His bubble wasn't just giving the antidote to Joseph, but, as he himself says, it was a message passing the Zeppeli pride, and by extension, the Joestar pride, onto him.
Then we see in Part 3 how close he is to his family, being now in the same position Speedwagon and Erina were years back, literally repeating history with his daughter and grandson now in danger because of the same destiny he tried to deny back then to Caesar. The only things Joseph cared about were him, his Uncle and Granny, and now his stand is represented by vines that take spiritual photos, as if they were a family tree. In Part 4 this is basically expanded upon by Jotaro stating that as soon he knew Josuke was a thing he wanted to go to Morioh by himself.

There's also more to being a developed character than changing from A into B. A character who's shown in a wide variety of situations is always going to be more developed than a character who only really does one thing, which in Giorno's case is being all perfect and aloof rather than getting any actual conversations or chemistry with his 'friends.' He's the absolute worst JoJo in that regard.

He's never allowed to be the butt of the joke - even in fights where he fucks up, like White Album and Spice Girl, other characters have to make a speech about how great he is. The moments where he's genuinely shaken and emotional are rare and brief. He never truly examines and questions his own actions. He's never shown being bored. He never gets moments of tenderness and affection towards others, the closest thing to it is when he puts flowers on Narancia's corpse.

Like, he's meant to be a character who's incredibly inspiring, enigmatic, wondrous etc, much like DIO. But we know that DIO falls really short of that because we'd already seen in depth what he was actually like as a person in Phantom Blood - a shitty little kid with delusions of grandeur.
Because Giorno doesn't get any of that, we're supposed to see him the way the other characters do, which is a really mysterious, quiet guy who somehow always manages to save the day and then goes back to being mysterious and quiet, but no less inspiring for it. If he was shown buddying up with people then he'd lose that ethereal quality, so he spends the majority of the manga apart, aloof and alone.He's still shit though, worst JoJo by far.

It's brought up in any sort of thematic talks and Narancia's death.
Thing is it's largely unimportant. His ties to Dio are just there as a thread to connect him to the Joestar line and it rarely comes up. His personality you can tie with both Dio and Johnathan but little towards Jesus.
Nobody will go against the level of detail in the design, religious symbolism and work Araki put into it. We've had posts and posts on it and the contrasts within the Green Day fight itself (Go stick 158982691 in the archive. You'll enjoy it as a Ciofag.). Araki speaks of the level of research and detail.

The thing is, Jesus got an entire lifetime of stories to do shit and exist. We get barely a week or two of Giorno's life and during that makes a very little impression of him. There's enough reasons and discussion in the thread. The issues are his interactions with the group, general development and very frustrating moments. Nothing is wrong with the symbolism. Yes, and that is exactly what I want to approach, better ways to show this, like when at the end of some stage, Johnny said Gyro couldn't beat Diego, because lacked "hunger", and then in True Man's World he awakened this "hunger", right after seeing Johnny show his by standing up to Ringo, and losing, making he stand up for both of them and not hold back, this way, enabling him to defeat Ringo.
Let's take Trish's case for example. Instead of having Spice Girl talk about Giorno like a dork, maybe we could have a scene with Trish talking to him and Buccellati, thanking Bruno for all he did for her up until this point, but from now on she would stand up for herself and then she turns to Giorno and thanks him for the chance he gave her. Still pretty wordy, but still better than what happened.

To be fair 25 is generally considered a more important milestone than 30 so it's only par for the course that it won't be as great, but there's still potential. All of the stuff from the 25th was completely new and most of this stuff is just a continuation of those, but it's good to know that 5 years on the series' push back into the spotlight hasn't faded. Nah he's said before that he likes Stands because they work so well with his writing style, and if he didn't want Stands in SBR he wouldn't have drawn Sandman using one in the very first chapter. It was definitely more character focused though so he probably didn't want the Stands to appear too front and centre. He's got a better balance of it in 8 though imo, the majority of Stands are humanoid but they don't distract from the characters themselves in battles.
