When it comes down to it, there really isn't much separating magic from esper powers. The only real things are mages being able to cast different spells. However, broad powers like Accel, Kakine, etc. can do a lot of "different" stuff, and most mages focus on specific types of magic (e.g. Stiyl with fire). The espers can't use magic thing is due to Aleister, not because magic is something different.
