Right. For example in K-On! the student council has no unrealistic powers. And it doesn't play a huge role either. Conservation of detail. You don't needlessly introduce elements unless you are planning to do something with them. In K-On! they needed a student council because the protagonists were going to have some minor trouble with them.
In most other stories the student council is only introduced as a simple excuse for having somebody being in charge of the school. It's cartoons, so they can get away with it.
In many other anime you never hear about the student council at all. You don't needlessly introduce them if there's nothing for them to do.
