Have you ever played any rpg or game that requires you to craft items ever? If you haven't then no, good crafted items usually cost you an arm and a leg and if they were to ever have flavor text with something broken as shit with a unique effect then it'd be nearly impossible to get without an unbelievable amount of resources and time. Even if that shit was possible you could argue about causality and if they would even work or not forever. Finding an answer to why you ask retarded questions without thinking about it yourself beforehand is a lot easier and something anyone could do.

The world appears to be still somewhat tied to the game mechanics.
Typically in MMORPGs, the cost of ingredients needed to craft an item scales based on its power.

A good example of this is Shiroe's contract: a new custom item with a powerful game-changing effect, that required rare and expensive materials to make.

It should be immediately apparent that not all flavour text is possible, due to logical contradictions:
"A shield that can pierce even the sturdiest shield"
"A shield that can stop even the sharpest sword"

Because it is implied to not be easy. A lot of these people are very creative, so once the rumour that "flavour text" is more than just flavour text, people would begin experimenting. The lack of ridiculously OP reality changing custom built objects is strong evidence that they are either not possible, or very difficult to create.

Take the teleportation gates and fairy rings that they used to move around the world: If it were easy, someone would already have made a cheap hammer with the flavour text "Also fixes teleportation gates", and the network would be up and running again.

Throughout the first Scrub Horizon arc, Rudy gets out leveled by Minori because of his status as an npc. In S2 when they set out on their own, Rudy manages to be the highest leveled among the scrubs.

It wasn't *stated*. It was *implied*. Immediately following that incident, you can bet your ass that people would be experimenting like crazy with flavour text. But there's nothing about that in the books: No massive world changing effects, the gates are still broken, etc. Clearly it's not as simple as "set flavour text, get results".

We can probably assume that changing flavor text is an overskill and as such, has limitations on what it can and can't do depending on the user's level and items used in crafting.

Kazuhiko's katana is called 六道輪廻, which I guess should be translated as Saṃsāra (or Rokudou Rin'ne). It has the ability to permanently "kill" Adventurers, or prevent their revival. Kazuhiko believes it allows people to return to the real world, and has thus slain a good number of Adventurers, some under Indicus' orders I think. Quon is one of those people, eliminated because he's a "threat" to Theldesia for knowing too much about Elder Tale. As it turns out, Quon also predicted the appearance of the Genius since they were supposed to appear with Homesteading the Noosphere. He leaves some warning about the rest of the Genius before he dies, saying "Have a nice day" (in English).

While Kazuhiko is convinced that those who die by his blade will return to Earth safely, without memories of whatever occurred in Theldesia, Indicus disagrees. After all, his blade's flavor text doesn't guarantee they'll return to Earth, and to her, Earth is Tiryagyoni, the animal realm where it's a dog-eat-dog world.

Nope. His sword totally disables the revive mechanic. That meant no traveling to the moon. Now the main problem is that the sword is only "believed" to bring players back to Earth, and whatever flavor text is holds is no guarantee of that.

Another thing is that the name Rokudou Rin'ne and Indicus' opinion on the sword implies that players might not end up immediately on Earth. Instead, they might be transported in one of the remaining five realms: The God Realm, the Asura Realm, the Human Realm (where people should show up at), the Hungry Ghost Realm, and the Hell Realm.
